• Requirements gathering
• Experience in sourcing, procurement, or contract management         
• Experience in developing and managing the end-to-end solicitation process including IFBs, RFPs, RFQs              
• Experience in drafting, reviewing, and finalizing solicitations and Statements of Work 
• Knowledge and understanding of the VPPA     
• Knowledge and understanding of the APSPM 
• Proficiency in MS Office Suite: Word, Excel, and PowerPoint 
• Develop and manage end-to-end solicitation processes including IFBs, RFPs, RFQs
• Draft, review, and finalize solicitations and Statements of Work
• Strategic thinking and problem-solving Ability to work closely with Product Owners, Scrum Masters and stakeholders             Required  
• Experience guiding junior developers, promoting best practices, and maintaining code quality            Required               
• Ability to translate technical concepts for non-technical stakeholders              Required
